The distinction sounds simple but its consequences are wide: planning status, heating cost, ventilation needs and the risk of overheating in summer all follow from it.
One question needs a clear answer before deciding: will you heat this space and use it like an indoor room in winter, or is being able to sit outside on a rainy day enough?
Insulation and Winter Use
A bioclimatic pergola is watertight when closed but does not insulate; the temperature underneath stays close to the outside. A winter garden uses double glazing and thermal break profiles, bringing the thermal value into the 1.1-2.8 W/m²K range so the space can be heated.
There is a middle option: adding guillotine or sliding glass to a bioclimatic pergola. This protects the space completely from wind and rain, and with double glazing gives limited insulation. It does not deliver the comfort of a fully insulated room, but it costs noticeably less than a winter garden.
Planning and Zoning
A demountable pergola usually does not require planning permission. A winter garden creates an enclosed, insulated volume and may count as enclosed floor area in some cases, which brings it under planning rules. This varies by municipality and by the nature of the property.
In managed developments, approval from the site management may also be needed. If a winter garden is being considered, checking the zoning position before starting saves both time and money.
The Risk of Overheating in Summer
The most common problem with a winter garden is overheating in summer. Glass surfaces admit solar energy and without adequate ventilation the space becomes unusable. A bioclimatic pergola does not have this problem structurally; opening the louvres lets hot air escape upwards.

If the space will be used as an extension of a room, a winter garden is the right choice. A bioclimatic pergola cannot be used in winter in this scenario and the expectation is not met.
Restaurant and cafe terraces
In commercial use, not losing seating to rain has a direct revenue effect. A bioclimatic pergola with zip screens is usually the fastest-returning solution; a winter garden can extend the permitting process.
Where the Cost Diverges
The answer to why a winter garden costs more is not a single item. Glass surface area, insulated profiles, heating installation, a ventilation solution and a possible permitting process together create the difference. Most of these items do not exist in a bioclimatic pergola.
Glass Surface Area
A winter garden encloses the roof and four elevations in glass. A pergola over the same footprint has only an overhead covering. As glazed area grows, both material and structural requirements increase.
Insulated Profiles
Thermal break profiles cost noticeably more than standard aluminium. Without them a thermal bridge forms and the insulation does not perform as expected even with double glazing.
Heating and Ventilation
A winter garden project includes heating and a ventilation solution to prevent summer overheating. Neither exists in a pergola, where air circulation happens naturally through the louvre angle.
